MEETING OF BOARD OF DIRECTORS

EXECUTIVE SUMMARY

At the Summit of Leaders, January 10, 2001, officers of 13 international organizations active in support of the global goal of IDD elimination agreed to form a Partnership for Sustained Elimination of Iodine Deficiency. The structure would include a Summit of Leaders, meeting once every 2-3 years, on policy and direction and an Advisory Board that meets regularly on the execution of a work plan. The composition of the Board includes UNICEF, WHO, ESPA, Salt Institute, Kiwanis International, MI, ICCIDD, the Chinese National Salt Industry Association and PAMM. A founding Board meeting was held immediately following the 1st Summit.

There was agreement at the Board meeting that in the period until the Partnership has been formally registered, the Board would function as an interim group working under mandate of the decisions made by the Summit of Leaders. The Board elected UNICEF (Werner Schultink) as Chairperson and MI (Venkatesh Mannar) as Secretary. Sub-committees were formed to respond to the main responsibilities assigned from the Summit meeting:

  • Constitution/By-laws Development: Kiwanis (Bill Brown), SI (Walter Becky) and MI (David Haxton);
  • Financial Planning: UNICEF (Werner Schultink), ESPA (Jan van Ingen) and Kiwanis (Bill Brown);
  • Work Planning: WHO (Bruno DeBenoist), MI (David Haxton) and PAMM (Frits van der Haar).

The work of these Committees follows the rationale and coordinated approach as laid out in the IWG proposal. For example, the Constitution Committee will look into options and scenarios for a location of the Secretariat and the Work Planning Committee will address the professional composition required of the Secretariat. Subcommittees will share a 1st draft with Board members by end February. Final versions will be shared with the Partnership by end March 2001. IWG Coordinator Frits van der Haar was asked to continue coordinating the work of the Board.

The Board discussed the main functions of the Secretariat. It was agreed that, through the Partnership members, the Secretariat would access information on national progress and present its analysis to the Board. The Board would review this work and recommend on actions and follow-up to the Partnership members. The Secretariat would support the work of Committees and Task Forces appointed by the Board. Another important part of the work of the Secretariat would be to coordinate the global communications in support of the Partnership's objective that the global priority for elimination will be sustained.

The Special Session, planned to be held at the UN Assembly in September 2001, was viewed as an opportune event to officially launch the new Partnership. UNICEF, as UN lead agency for the Special Session, will be approached to see how the new Partnership could organize its launching. The launching should include taking advantage of opportunities for obtaining global publicity. PAMM was asked to prepare a first draft proposal for such an event.
